Sullivan entered the league with the Philadelphia Eagles in 2018 as an undrafted free agent out of Georgia State. He appeared in five games as a rookie and then joined the Packers in 2019, appearing in 16 games and recording 30 tackles, six passes defensed, one interception and one forced fumble. Sullivan played in 16 games (10 starts) last season, tallying 41 tackles, six passes defensed and an interception returned for a touchdown. He played 77.4 percent of the snaps on defense. Sullivan will return to a cornerback group that includes All-Pro Jaire Alexander, Kevin King and Josh Jackson.

Should another team sign Sullivan to an offer sheet and the Packers not match it, Green Bay wouldn't receive draft-pick compensation. Sullivan was signed in May of 2019 and became a quality No. 4 cornerback in his first season before transitioning to the slot role in 2020. He has played in all 32 games in the last two seasons, recording 12 pass breakups and two interceptions (one for a touchdown). The Packers also used the second-round restricted tender on tight end Robert Tonyan. Quarterback Tim Boyle, defensive lineman Tyler Lancaster, safety Raven Greene and cornerback Parry Nickerson are also restricted free agents.
